Got rid of some nasty code held over from new-portal that had a tcl procredirecting to the admin home page for initial configuration. Not only wasthis ugly, but it didn't work correctly if the IndexInternalRedirect parameterfor the parent subsite was set to point to the layout subsite configurationpackage before initialization.
