acs-objects package procs in PG so that we can use package_instantiate_object

and package_db_exec with them.

removed the remaining procs which were -deprecated -warn in 5.0 and fixed most occurances of those procs in the code

Adding BugTrackerInstance Parameter. This parameter let you know into which

bug-tracker instance has to be done the auto error report.
