Accessibility fixes:

1. Don't use a transparent image for layout

2. Set height property for portlet-header so portlets will be correctly displayed even if images are disabled.

Someone didn't realize that "foo;null" in define_function_args calls sets the

default value to 'null' not NULL...this has been there a long time ... maybe

even my fault, but I don't remember, it's ancient!
