Upgrade script 2.73d1-2.80d1.sql was never merged back into installation

.sql files so all new installations of project manager past 2.8 were

broken.  Move this function back into the functions-create script and

create another duplicate upgrade script so people who installed the

broken project manager can upgrade into a working version.
