2. modified my upgrade script in theme-zen/www/admin to use package parameter
a package parameter to drive the substitution of new css layouts for table
based layouts so users don't have to hand-edit the script.
3. Got rid of "ACC" link. Use web developer to enable the 508 css manually to
make this stuff visible.
4. Incorporated changes from UNED - new message keys, en_US only. Charset diffs
caused my efforts to patch the es_ES catalog to fail.
